Consultation has concluded
The draft Municipal Plan presents the Lord Mayor and Councillors’ decisions about what to resource and deliver across the City of Darwin in 2022/23.
It is a set of commitments to the community for the coming year about what the City of Darwin is accountable for delivering.
The document also includes the draft budget. It lays out what the commitments will cost and where the funds will come from.
Council is now inviting residents and other stakeholders with an interest in the city to share their thoughts and opinions on the draft document.
Making a submission
To ensure that Council, officers and the community continue to align on the vision for Darwin’s future, Council takes the opportunity each year to check-in and invite feedback on the Draft Municipal Plan.
The City of Darwin is accepting your feedback submissions on the DRAFT 2022/23 Municipal Plan until close of business on 8 June 2022.
Printed copies are available at the Customer Service Centre located at Civic Centre, Harry Chan Avenue, Darwin and in City of Darwin's four public libraries located across the municipality at:

For those who want the headlines at a glance, this is a summary of the highlights for the year ahead including some of the priority projects starting on page 12.
Better Suburbs Program
The $1.8M Better Suburbs Program is for smaller projects to improve community infrastructure and amenity.
Ward Councillors decide on the Better Suburbs projects that reflect the key priorities of their local community; and the Lord Mayor identifies projects across the municipality.
Details of the draft projects in store for 2022/23 start on page 20.
Our delivery commitments
Our delivery commitments are laid out according to the strategic directions set in Darwin 2030.
It reflects our community’s expectations that Council maintains a focus on becoming a capital city with best practice, sustainable infrastructure; a city that is safe, liveable and healthy; a place that is cool, clean and green; and a city that is smart and prosperous.

Capital Works Plan
The Capital Works Plan is detailed in a table that starts on page 46.
The precise details and timing of the projects delivered this year will depend on the availably of skilled contractors; the length of the construction season and wet season; and the value that can be derived from the available budget in what is a competitive labour market and high inflation.
Sponsorships, community grants and operating subsidies
Sponsorships, community grants and operating subsidies are tabled on page 53.
Council provides in-kind support for one-off community events and projects throughout the year, but also aspires to provide support of a kind that builds capacity and capability among passionate community members to create self-sustaining events that become a much loved and respected tradition for community and visitors to our city.

Rates Section
A detailed section about your rates starts on page 66.
Rates are set to reflect the unique circumstance of each rateable property. For general rates, the increase of 4.5% in this draft budget will mean a rise of $1.50 per week for the average residential and commercial property.
For those who receive the standard kerbside garbage collection and recycling service, the cost will rise by 29 cents per week.
The combined average increase for general rates plus garbage collection is $1.79 per week.
Fees and Charges
Council charges fees and charges to users of services including animal registrations, using swimming pools, hiring facilities and commercial waste being disposed at the Shoal Bay Waste Management Facility. This section details what Council intends to charge users of these services in 2022/23.
